What is BOC-3?
The BOC-3 is the FMCSA form a motor carrier, broker or freight forwarder files to name a process agent in each state who can accept legal papers for the company.
FMCSA will not grant operating authority until a BOC-3 is on file. Most new carriers use a blanket process agent company that covers every state.
The rule is 49 CFR part 366.
