Ohio intrastate trucking: PUCO registration guide
A for-hire carrier that hauls only inside Ohio needs a USDOT number from FMCSA and an intrastate registration (a CPCN) from the Public Utilities Commission of Ohio. You apply online in PUCO's Motor Carrier Registration system, your insurance company files proof of insurance with PUCO, and you renew every year between May 1 and June 30 unless PUCO's UCR exception applies.

Ohio regulates trucks that haul for hire inside the state through the Public Utilities Commission of Ohio (PUCO). Here is the order of steps, with the official links for each one.
Who needs PUCO registration
- For-hire carriers hauling other people's property between points in Ohio, in intrastate commerce.
- Household goods and hazardous materials carriers have extra requirements. Check PUCO for those.
- Private carriers hauling their own goods follow different rules. Check the PUCO system before you assume you are exempt.
Step by step
- Get a USDOT number. Apply with FMCSA. Ohio rule 4901:2-21-03 says applicants should get one before they apply. FMCSA registration
- Create a PUCO account. Open an account in the PUCO Motor Carrier Registration system.
- File the CPCN application. Submit a complete online application. PUCO's user guide walks through each screen.
- Have proof of insurance filed. Your insurance company or its agent files it electronically with PUCO. You cannot file it yourself.
- Pay the fees. PUCO issues the certificate after approval, the insurance filing and payment.
Insurance minimums in Ohio
| For-hire property carrier, intrastate | Minimum public liability |

Source: Ohio Admin. Code 4901:2-13-03. These match the federal floors in 49 CFR 387.303 for most freight. Shippers and brokers often ask for more by contract.
Renewal and upkeep
- Renew every year from May 1 to June 30 in the PUCO system. PUCO says carriers that pay UCR each year do not renew annually, except household goods carriers, but must keep company and insurance information current with PUCO. IFTA or IRP alone does not exempt you. PUCO FAQ
- Update PUCO when your address, owners or vehicles change.
- If your insurance is cancelled, your registration can be affected, so keep coverage continuous.
- Crossing into another state changes things. See our guide to starting a trucking company in Ohio for IRP, IFTA and federal authority.
FAQ
Do I need PUCO registration if I already have MC authority?
PUCO intrastate registration is for for-hire carriers moving freight from one Ohio point to another in intrastate commerce. Interstate authority is a separate federal process. If you run both, check the PUCO registration system for what applies to your operation.
Why does PUCO ask for a USDOT number?
Ohio rule 4901:2-21-03 says applicants should get a USDOT number from FMCSA before they apply to PUCO. PUCO's FAQ lists it as the first step.
Who files the insurance with PUCO?
Your insurance company or its agent files it electronically in PUCO's Motor Carrier Registration system. PUCO's user guide says you get an email if your application is approved and insurance is not yet on file.
What is the minimum liability for an Ohio intrastate for-hire truck?
$750,000 for property carriers under Ohio Admin. Code 4901:2-13-03, or $300,000 if you run only vehicles rated under 10,001 pounds. Hazardous materials and household goods carry different requirements.
When do I renew?
Every year between May 1 and June 30, in the same PUCO online system. PUCO says carriers that pay UCR each year do not renew annually, except household goods carriers, but must keep company and insurance information current with PUCO. IFTA or IRP alone does not exempt you. Keep your business and insurance details current between renewals.
